Max Zander, a World Intelligence Police Agency (W.I.P.A.) agent, is transferred to LKA Dusseldorf, Germany, for one year, where he shall investigate the Russian Mafia. When a friend of him is blown up by a bomb, Max first is full of sorrow, but then decides to take revenge for his friend anonymously as the Clown.
