The infant baby of Sam and Anne Bennett is critically hurt after being hit by a bottle thrown by a gang of juvenile delinquent hoodlums known as the Wolf Pack. Police Detective Tom Lynn takes charge of the investigation and orders a shakedown of youth gangs in Chicago's toughest section, but this fails to locate members of the Wolf Pack gang. A savage beating is given to an innocent witness by Bennett, who takes matters into his own hands in the belief that the law authorities are too slow.
